MINISTER SAYASAT NURBEK HAS APPROVED THE ESTABLISHMENT OF A BRANCH OF NIU "TIIIMSKH" AT KAZNARU.
On May 14, 2024, Kazakhstan's Minister of Science and Higher Education, Sayasat Nurbek, signed an order to establish a branch of the National Research University "Tashkent Institute of Irrigation and Agricultural Mechanization Engineers" (TIIIMSKH) at the Kazakh National Agrarian Research University (KazNARU).
In his Address to the people of Kazakhstan dated September 01, 2022, Head of State Kassym-Jomart Tokayev identified priority areas for the agro-industrial sector and tasked to identify a strong basic university for training specialists for the water industry.
Furthermore, on March 02, 2023, a meeting was held in the city of Shymkent between the Deputy Prime Ministers of the two countries, the Vice-Ministers of Science and Higher Education of the Republic of Kazakhstan, Higher and Secondary Special Education of the Republic of Uzbekistan, the Heads of KazNARU and the National Research University "TIIMSKh" to discuss the opening of a branch at KazNARU. Subsequently, on April 23-25, 2023, the Roadmap for opening a branch at KazNARU was approved by the Ministry of Education and Science of the Republic of Uzbekistan and the Ministry of Agriculture of the Republic of Kazakhstan in the city of Tashkent. As a result of the bilateral meeting, a joint Agreement on cooperation in scientific and educational activities until 2028 was signed between the leadership of universities.
The long-awaited news came from Astana today after two years of hard work. An order was signed by the Minister of Higher Education and Science Sayasat Nurbek, on the creation of a Branch of the Uzbek University in Almaty. This branch will conduct educational activities based on the implementation of double-diploma undergraduate and graduate programs developed jointly with KazNARU. These programs are per the State Compulsory Standard of Higher and Postgraduate Education, specifically in the groups of educational programs "B082 Water resources and water use" and "M137 Water resources and water use".
The procedure for organizing educational activities, admission to training, and management of the quality of education is regulated by the legislation of the Republic of Kazakhstan and internal documents of the newly created structure. The branch will organize the educational process in Kazakh, Russian, and English languages, with the involvement of foreign teaching staff. The branch will also determine the list of disciplines with the mandatory inclusion of the disciplines "Kazakh language" and "History of Kazakhstan".
The National Research University TIIIMSKH began its work in 1923, when the "Engineering and Reclamation" Faculty was opened based on the hydraulic engineering department of the Turkestan State University. In 1929, based on this faculty, the Central Asian Cotton Growing and Irrigation Polytechnic Institute was created. In 1934, it was merged with Central Asia's Institute of Irrigation and Agricultural Mechanization Engineers and was renamed the "Tashkent Institute of Irrigation and Agricultural Mechanization Engineers". Initially, its structure included only two faculties: "hydromelioration" and "reclamation." then new branches began to open, such as the faculties of land management, mechanization of irrigation and drainage works, technology and organization of repair of agricultural machines, and the general engineering faculty. Truly innovative changes were taking place at the institute.
By the Decree of the President of Uzbekistan dated December 10, 2021, the TIIMSKh was renamed the National Research University “Tashkent Institute of Irrigation and Agricultural Mechanization Engineers”. Today, the university is designated as a major university for training highly qualified personnel in the areas of hydropower, irrigation, land reclamation, innovative equipment and technologies in agriculture, water-saving irrigation technologies, renewable energy sources, geodesy and geoinformatics, ecology, and environmental protection. More than 12 thousand students study in 40 areas of education at seven faculties and 32 master’s specialties.
Let us remind you that recently a meeting was held in Almaty between the Chairman of the Board - Rector of KazNARU Akhilbek Kurishbayev and the Rector of the National Research University "TIIMSH" Bakhodir Mirzaev. The Uzbek delegation got acquainted with the main educational and scientific laboratories of the KazNARU’s Water Hub, equipped with modern instruments, installations and mock-up models.
The parties also discussed in detail the development of the new branch's scientific and educational infrastructure, including the issues of targeted allocation of additional funding to support joint activities and the development of joint scientific projects in the fields of water resources management, water use, land reclamation, etc.
Scientists are confident that the creation of a branch of the National Research University "TIIIMSH" in Kazakhstan will give a new impetus to the process of transformation into the university of the future. The innovative technologies will be introduced in the agro-industrial complex, the approach to the rational use of water resources in Uzbekistan and Kazakhstan will change. The training of competitive specialists in water management and agriculture will be strengthened and will rise to a new “digital” level in the context of the transition to a digital economy, which will generally lead to enhancing water security in Central Asia.
To date, 15 first-year students of the Faculty of “Water, Land and Forest Resources” of KazNARU are studying in Tashkent in the field of training “Construction and operation of irrigation and hydraulic structures.”
