A lecture on “Monitoring and Preventing Bullying and Cyberbullying” was held at KazNARU
The principle of “Law and Order,” proposed by the Head of State, is one of the key directions aimed at strengthening public order and legal culture. This principle ensures the protection of citizens’ rights and freedoms, the rule of law, and the formation of responsibility and discipline in society. Within this framework, the university regularly organizes various educational and informational events. The educational lecture “Monitoring and Preventing Bullying and Cyberbullying,” held today, is a logical continuation of this work.
The main goal of the event was to prevent bullying and cyberbullying among students, improve legal literacy, and promote a safe educational environment. The lecture was delivered by the Student Ombudsperson of the Youth Affairs Department, Kuzen Nazerke Bekseitkyzy.
The speaker of the “Choose Life” Public Foundation, Rashid Shakhmuratuly Kabzhanov, also took part in the event and held an open dialogue with the students. He emphasized that society still does not fully recognize cyberbullying as a serious social problem, stating:
“Unfortunately, our society does not always perceive cyberbullying as a major form of violence. However, a person may suffer severe physical, moral, and psychological consequences. According to Article 131 of the Criminal Code of the Republic of Kazakhstan, insulting or degrading the honor and dignity of any person — including children and adolescents — may result in a fine of up to 100 MCI, corrective labor in the same amount, or community service for up to 120 hours,” he said.
During the meeting, students were informed about the concepts, types, and consequences of bullying and cyberbullying. They also received information on ways to protect their personal rights and prevent violations.
The lecture additionally covered methods of preventing online fraud. Participants were given practical recommendations on protecting personal data, avoiding suspicious messages and websites, and knowing whom to contact in case of danger.
At the conclusion of the event, the leading specialist for social and legal work of the Youth Affairs Department of KazNARU, Maksat Mukatayuly, expressed gratitude to the speaker Rashid Shakhmuratuly and presented him with a letter of appreciation, noting the active participation of the students.
This lecture not only strengthened the legal awareness of the youth but also demonstrated that a new generation is emerging — one that is ready to confidently say “no” to any form of bullying.
