EMA – PMG of the Republican Educational and Methodological Council on the basis of NJSC "KazNARU"
The Educational and methodological association - Project Management Groups of the Republican Educational and Methodological Council on the basis of the NJSC "KazNARU" was created by order of the Ministry of Education and Science of the Republic of Kazakhstan No. 562 dated October 12, 2018.
Educational and methodical association – The project management groups at the NJSC "KazNARU" in the areas of training "Agriculture and bioresources", "Veterinary" of the Republican Educational and Methodological Council (hereinafter EMA) at higher educational institutions are public and professional organizations established in the system of higher and postgraduate education in order to implement state policy in the field of education, coordination of the activities of higher education institutions. educational institutions to ensure the quality of university education, as well as the participation of the academic community and employers in the development of competitive educational programs.
The competence of the EMA – PMG includes 7 groups of educational programs of higher and postgraduate education, combined into the following areas of education:
"Agriculture and bioresources";
"Veterinary".
The subject of the activity of the EMA – PMG include:
- interaction of organizations of higher and (or) postgraduate education, representatives of employers, accreditation agencies and other organizations in order to improve the external and internal quality assurance systems of higher and (or) postgraduate education;
- preparation of recommendations on improving the state mandatory standards of higher and postgraduate education, classifier of areas of training of higher and (or) postgraduate education;
- preparation of recommendations on the formation of learning outcomes in the areas of training of personnel with higher and postgraduate education in accordance with the national qualification framework, industry qualification framework and professional standards;
- monitoring of the provision of supervised areas of training with teaching staff, literature, electronic databases and other necessary resources;
- conducting expertise, reviewing textbooks, textbooks, test assignments, educational publications of various levels in supervised areas of training with higher, postgraduate and additional education;
- formation of recommendations on the definition of specialized subjects of the unified national testing, comprehensive testing of applicants in the areas of training for admission to higher education organizations, as well as disciplines of external evaluation of educational achievements of students of higher education organizations;
- preparation of recommendations on the introduction of innovative educational technologies and the dissemination of best practices for the introduction of multilingual education, dual education system;
- preparation of recommendations for improving the content of educational programs and teaching methods, taking into account the expectations and requirements of the employer as a consumer of educational services;
- analysis and generalization of world practice; including foreign universities in order to develop methodologies of a recommendatory nature for the creation of internal and external systems for ensuring the quality of the educational process.
Management and organization of the activities of EMA – PMG
EMA – PMG builds its activities on the principles of equality of all its members, collegiality of management, transparency of decisions taken.
The activities of the educational and methodological association are managed by an elected collegial body - the Council of the Ministry of Agriculture of the Republic of Kazakhstan, which includes representatives of 3 leading universities belonging to the Ministry of Agriculture of the Republic of Kazakhstan and more than 20 universities that train personnel for the agricultural sector of the Republic of Kazakhstan, scientists from more than 10 agricultural research institutes, as well as managers and leading specialists of large enterprises, institutions and organizations. Meetings of the EMA REMC are held at least 2 times a year. Due to the wide variety of educational programs included in the EMA REMC and directions, a number of structural divisions have been created in the EMA – PMG. These are 5 educational and methodological sectors by groups of related specialties and directions. The deans of the relevant faculties of NJSC "KazNARU" have been appointed as the heads of these sectors. In addition, according to educational programs, internal sectors have been created on the basis of each department, where the heads of the respective departments are determined by the heads.

On January 27, 2023, KazNARU hosted an online/offline meeting of the Educational and Methodological Association - Project Management Groups in the field of training "Agriculture and Bioresources", "Veterinary" of the Republican Educational and Methodological Council at NJSC Kazakh National Agrarian Research University on the topic: “Harmonization educational programs in the areas of training "Agriculture and bioresources", "Veterinary". The council was attended by members of EMA-PMG (128 - online, 38 - offline).
The issue of updating or re-development of educational programs in the field of education "Agriculture and bioresources" was considered in accordance to the updated professional standards in the field of agriculture, which were given in letter No. 1550/04-322 of the Ministry of Science and Higher Education of the Republic of Kazakhstan dated November 29, 2022.
The meeting was chaired by the Deputy Chairman of EMA-PMG Ainur Kaiyrbaeva. She mentioned, that Educational programs that require updating are conducted in 22 higher educational institutions of the country (a group of educational programs "6B081-Agronomy" in 16 universities of the country; "6B082-Livestock" - 12 universities; "6B083-Forestry" - 8; "6B084-Fisheries" - 5; "6B087-Agroengineering" - 9; "6B086-Water resources and water use" - 7; "6B091-Veterinary" - 9).
In this regard, it is necessary to optimize academic mobility and educational programs between universities that train agricultural personnel. In the register of higher and postgraduate education programs of KazNARU (ESUVO) there are 59 EPs at the undergraduate level, 89 EPs at the master's level and 21 EPs at the doctoral level. Totally 169 educational programs are being implemented, including 139 current, 10 innovative and 20 new EPs.
Now, thanks to academic freedom in universities, each university develops its own educational programs and registers the module of the university component in different registries (ESUVO), which prevents students from avoiding the problem of subject incompatibility when transferring to other higher education institutions, and that this creates difficulties in the implementation of internal academic mobility in the republic.
Therefore, based on the letter sent by the Center for the Bologna Process and Academic Mobility dated November 29, 2022, it is necessary to coordinate the modules of the university component in connection with the updating of professional standards in the field of education in agriculture and bioresources. For this, the academic committees created in the areas of training should be in close contact with the higher educational institutions that are part of the REMC EMA-PMG in the areas of training "Agriculture and bioresources", "Veterinary", when developing professional standards.
